What is changing

The UAE Ministry of Finance is introducing mandatory electronic invoicing in phases. Instead of PDFs and paper, in-scope businesses will exchange structured e-invoices through a national model built on the Peppol network, using the PINT AE format and a tax-reporting step for the authorities.

Who is in scope

The mandate covers business-to-business and business-to-government transactions. Sales to consumers (B2C) are not part of it. Both the issuer and the receiver of an e-invoice must be connected to an Accredited Service Provider (ASP).

Key dates as reported in October 2026

Timelines are set by Ministry of Finance decisions and have been adjusted before, so always confirm on the Ministry of Finance and FTA websites. As reported at the time of writing:

  • Businesses with annual revenue of AED 50 million or more: appoint an ASP by 30 October 2026 and go live by 1 January 2027.
  • Smaller businesses and government entities: appoint an ASP by 31 March 2027. Smaller businesses go live from 1 July 2027 and government entities from 1 October 2027.

Penalties for late appointment have been reported at AED 5,000 per month of delay.

What an Accredited Service Provider does

An ASP is a provider approved by the Ministry of Finance to validate your invoice data and send and receive e-invoices over Peppol. You choose one from the official list, and your billing or ERP software sends it structured invoice data.

Readiness checklist

  • Check whether your revenue puts you in an early phase.
  • Make sure customer and supplier records hold correct names, addresses and TRNs.
  • Clean up item descriptions, units and VAT categories.
  • Review the official list of ASPs and shortlist providers.
  • Ask your software vendor how its invoices will connect to your chosen ASP.

The better your invoice data is today, the easier the switch will be. BillMate billing and features keeps customers, items and VAT in one structured system. To discuss e-invoicing readiness for your business, request a demo.
